Moral culMoral education is one of the most fundamental needs of individuals and society, and a key factor in achieving personal and social prosperity; hence, it has been at the forefront of the prophets' missions. Accordingly, the Constitution of the Islamic Republic of Iran and other high-level documents emphasize the Islamic government's duty to foster the moral growth of individuals and society and to provide the necessary grounds for this realization.
In recent years, however, some have denied the Islamic system’s responsibility regarding citizens' moral education by raising doubts, such as the impermissibility of government intervention in private spheres or the claim that the state's sole duty is to provide material welfare. Therefore, it is essential to elucidate the jurisprudential (Fiqhi) foundations of this issue. Explaining these foundations can address existing questions and doubts while clarifying the Islamic Republic’s vision for building a moral society.
Using a descriptive, analytical, and Ijtihadi (deductive) method based on library resources, this research investigates the jurisprudential foundations of the Islamic system’s duties regarding society's moral education and the strategies to fulfill them. The findings, based on jurisprudential evidence from the Quran and Hadith, indicate that the Islamic system is obligated to oversee the moral education of society—specifically, adorning individuals with moral virtues, purging them of vices, and institutionalizing personal, familial, and social ethics. To this end, the state must utilize all its educational, cultural, and promotional (Tabligh) resources.
